I was doing the rolling at the beginning at the gate, and I unequiped my sword and shield, and my RRPM meter went up. Do you move faster unequiped with weapons?

No. You probably were going down a slope.

except I wasn't, I was still in the gates where you start

You can build RRPM at the start by moving.

I know that, but I was moving, and then it stops going up, but then I unequipped the shield and it suddenly went up more and then back down.

Happens sometimes in the Red, Blue and Green cages. I don't really know for sure how it happens, but it happens randomly. Doesn't have anything to do with weapon stuff I think.
